Corresponding Secretary’s Report.  The corresponding secretary sent out several email announcements to the club over the past month.

T this point in the meeting the President made the executive decision to move all new items/motions to the period outside the January to March time frame so all members of the NRA Training Team could participate in the discussions and voting.

NRA Training Group Report- Reported a total balance of $3,344.10 in the training account.  There was a defensive pistol course on 11/18/2017.  The 2018 training courses are posted at the CGC Website.

New Members.  There were 23 candidates for membership.

4H Shooters– NSTR.

Cowboy Action.  Encouraged club members to attend the Cowboy Action Shoots in January and February 2018.

Membership Committee- Reported that we are close to the total number of members

WPPL Pistol Team.  They are currently shooting every week.

Trustees Report.- Reported they are looking into the installation of additional lighting for the back parking lot.

Old Business

Curtains-  There was a motion to approve $300 to purchase materials for the replacement of curtains and curtain rods.  The motions was voted and approved.

Coupons-  It was reported that there were 10% discount coupons from Dunhams’ Sporting Goods store available to club members.

Cowboy Action.  Encouraged club members to attend the Cowboy Action Shoots in January and February 2018.

Trustees Report.-

Reported on the need for preventative maintenance for the louvres on the vents.  Reported on an increasing number of errant shots into the area above the range backstop.  The club corresponding secretary will put out a message to all members on the need for safely discharging weapons into the appropriate areas on the range.

Old Business-  Tom Richwine reported on his meeting with the Carlisle (UK) Gun Club and their desire to develop a shooting competition with this club.    There was an interest expressed by club members present to pursue this.

It was reported that we still have trespassers in the parking lot and for members to be aware and report suspicious activity to the police.

New curbs have been procured for the parking lot and will be installed.

There was a discussion on whether the gun club has further investigated the possibility of installing a small safe for temporary storage of a weapon at the club.  Tom Richwine will check with the club’s insurance company to determine any impacts or limitations.  This will be added to the agenda for the December meeting.

New Business- 

There was a discussion on the laws addressing the use medical marijuana and gun ownership.  There was a Motion to start the process to make a change to the Bylaws to require members to notify the club if their legal status regarding gun ownership changes.  This was followed by a discussion.  The motion was not voted.  This was followed by a motion to table the original motion to a future date. This second motion was voted and approved.

There was a discussion on possible fundraising and conducting raffles at the club.  It was decided to postpone the resolution of this issue to a future meeting until those members in processing new applicants (the NRA Training Team) could be present.

Membership.   There were no candidates for membership.

NRA Training Committee Report- Reported a total balance of $3,117.57 in the training account.  Reported on the Training group activities for the month of October 2017 and the projected activities for the remainder of the year which included the Personal Protection Outside the Home course in November.  They are currently developing the plan for training for 2018.

4H Shooters– Reported they have started practicing again on Thursday evenings.

Cowboy Action.  Reported they are ready for the upcoming Action Shoots in January and February.

Membership Committee.  Reported that about 53% of membership renewals for 2018 came through PayPal.  There are about 96 applicants for membership.

WPPL Pistol Team.  After 8 matches both the Gold and Blues Teams are in 6^th place.   

Trustees Report.- Reported they have been attending to minor repairs around the building.

New Business- 

-Recently a Gun Club neighbor reported suspicious activity, potentially criminal, in the area of the club parking lot.   As a precaution, club members are asked to report any suspicious vehicles or activity in the club area to the State Police.

-Members were advised of a discount granted to the club from the HolsterOps Company.

-Tom Richwine received an email from the president of the Carlisle (UK) Gun Club inquiring if our club would be interested in a Club Competition.  This was a past practice some years ago.  After discussion, the consensus from the membership present was to renew the competition if at all possible.

-Curb Barriers.  There was a discussion on the possibility of installing Curb Barriers in the parking lot.  Barb Vanner made a motion to approve funds, Not To Exceed, $600 for the purchase and installation of barriers and related materials.  The motion was voted and approved.

Safety Committee.  Reported that the Committee’s recommendation for the Range Safety Policy has been forwarded to the Range Management.

Trustees Report.- There was a discussion on the operations of the dampeners for the ventilation system.

Old Business–  

Bylaws.  Tony Chiarella reported on changes to the Club Bylaws.  These included:

Article III, Paragraph A.   Eliminate the word “initiation”.

Article III, Paragraph A.2.  Replace paragraph with “Applications for membership will be accepted even when the membership roster has been filled.  All such applications are placed on a waiting list and will be considered in the order in which they are received.”

Article III, Paragraph B.2.   Amend the sentence to read “Rejected applicants shall be notified by email or phone of such rejection.”

Article IV, Paragraph B.  Replace “initiation” with “application or late fee”.

Article IV, Paragraph C.  Add the following as paragraph C.2. “Officers of the club reserve the right to add or modify the methods available (e.g. electronic, internet, or bank) for dues or fee payments at any time.”

Article IV, Paragraph D.1.  Amend the sentence to read “Dues of new members joining the club between April 1 and September 30 shall be established at one half of the full years dues.”

Article IV, Paragraph E.  Add “th” after “30”.

Afterwards Tony Chiarella made a motion to accept the changes.  Discussion followed and the and the motion was approved.

Dues.  Bill Berwich made a motion to approve an increase in the annual club dues.  Discussion followed and the motion was voted and not approved.

New Business– 

Don Jones was recognized for his many years of service to the William Penn Pistol League.

Charlie Gibb was recommended to be the temporary historian for the Club.

The club president, Steve Nichols, announced his resignation due to his new position as a professor at Kansas State University.

NRA Training Committee Report- The NRA Training Committee reported that there was $1,945.81 in the Training Fund.

Safety Committee.   The written procedures and policies for administrative range operations  were distributed to the committee members for comments.  They are currently working on revision 1.  When they are finished incorporating the changes they will produce a final product for the club.  There was a question about potential changes to the bylaws as a result of these but the committee reported that no changes were anticipated.  These changes will also include the previous work on the types and calibers of acceptable ammo that can be fired on the range.  Once the Range Management approves this it will be posted to the website.

New Members.  There were no new members to be brought into the club.

Membership Committee.  The chair reported on the total number of application of individuals waiting to become members.  The chair reported on the proposed changes to the Bylaws.  These were submitted to the club for consideration and will be announced to the full membership through email and voted on at the next meeting.

WPPL Pistol Team.  The WPPL reported on the League annual banquet in Emmetsburg.

Safety Committee.  The Safety Committee reported on their efforts to review and develop a series of safety documents which will be presented in the future for acceptance by the club.

Long Range Capitol Improvement Committee.- The LRCIC reported on their recent meeting and potential capital improvements in 15 different areas.

Old Business–  

Smoke Free Status of the Club.  Andy Henry made a motion that the club building be made a non-smoking area.  The motion was voted and approved.

New Business– 

Action Shooters- Tom Richwine commented on the need to develop a more structured program for the weekly meeting of the action shooters and asked he be given some time to work on this issue and report back to the Club at a later date.

Dues-  The membership will be sent a message in the next month on a proposed increase to the club dues and potentially vote at the June meeting.

Sound Off.  

It was brought to the attention of the club a recently proposed bill to allow the presence of handguns in schools.

-Club NRA instructors provided 12 hours of personal handgun training over the last month.

Old Business–  

Photos.  The club accepted a large collection of old photographs of previous club members and activities.  It is intended to offer it to the Cumberland County Historical Society.  A discussion followed on other options to include posting them inside the club, creating a scrap book and scanning them and attaching to the website.

Dues.  There was a suggestion the club consider raising the membership dues either $1 or $2 a month to increase revenues for capitol improvements.  The president asked this be to passed to the Long Range Capitol Improvements Committee for consideration.  There was a question regarding range improvements and the membership was reminded that the LRCIC has a list of potential improvements for future consideration.  This was followed by a discussion on the possibility of installing a retrievable target system and the past experiences in this area.  The point was made that this type of improvement could impact the grandfathered exceptions the club has with regards to range design and safety considerations.

New Business-   The president reported Representative Daryl Metcalf  sent the club a letter informing the club informing us of a rally on Monday, May 22, 2017  at the capitol in support of 2^nd Amendment Rights.

The Minutes for the February 27, 2017 meeting were read and approved.

The president recognized Ernst Forbes, a member for 30 years, who passed away.

Treasurer’s Report was read and approved.  The total balance of all accounts, checking, savings, CDs and Training Fund amounted to $45,556.16.  The president raised the issue of possibly investing some of the funds currently held in certificates of deposit (CDs) in other types of investments that might have a higher return.  He asked the membership to consider this and possibly having a discussion on it at a future meeting.

Corresponding Secretary’s Report.  He will publish the additional instructions on the fan controls in the near future.

NRA Training Committee Report- The NRA Training Committee reported that there was $2,266.50 in the Training Fund.

-There was a NRA Personal Protection In the Home Course on 24-25 March w/ 12 students.

-There will be a Personal Protection Outside the Home Course on 29-30 April and then again 18-19 November.

-The next Basics of Pistol Shooting Course is on 27 May.

-Denny Kuehn was recognized for his work in building 8 sets of barricades used in the personal protection classes.

– Bruce Apgar informed the club that he will be conducting an instructors course in May for rifle and in June for shotgun.  See Bruce for more details.

-At the next meeting Mike Kubarek will be reporting on the Utah & Florida non-resident concealed carry courses scheduled for May.

4H Shooters.  There are now 17 active shooters, an increase of two from last month.  They recently purchased two cases of ammo.

Cowboy Action– There will be a Cowboy Action Shoot in Ecksburg on 1 April for anyone interested in attending.

WPPL Pistol Team.  There will be the last regular season match on 5 April at the club.  It was noted that the Club website needed to be updated with the current points of contact for the Pistol Team.

Safety Committee-  Slim Connors developed an outline of approved safety measures for the range.  This was distributed to selected club members for their review and will be available and distribute via email to all members in the future for their review and comment.  There are 10 members on the Safety Committee representing the various activities within the club. The findings of this committee will be presented to Range Management in the form of two documents.  Range Management consists of the 4 Officers and 3 Trustees.   These documents will be called: 1. Range Policies and Regulations and 2. Administrative Policies and Regulations.  These will be given to all new members.

Long Range Capital Improvements Committee.  The members of the committee were finalized and are:

Andy will send out an email and schedule the group for their first meeting.

Trustees Report– No Report.  The Vice President recommended that we install a rheostat control for the new fan control panel.

Old Business-  

AED–  The president recommended that we not pursue this further.

Temporary On-Site Weapons Storage.  Mark Weston, following up on previous comments, provided a handout on a temporary storage device which club members could use for temporary storage of a personal forearm on the club premises.  The cost could range from a very inexpensive system to a more substantial programmable system and from $50 up to possibly $900.  The club will need to review the insurance implications further before adopting one or more of these for use by members.    The president directed the Capital Improvements Committee look further into the possibility of NRA Insurance for firearms and how it might apply in this situation.

Membership Applications- Matt Creason spoke on the topic of Online membership payment through PayPal and a possible $10 application fee for new prospective members.   This application fee is nonrefundable but would count towards a new member’s club membership.  The actual cost would be $10.61 which includes the PayPal fee for the transaction.  This will need to be approved by the club as it is a change to the existing Bylaws.

Tony Chiarella followed with a discussion on the process of changing the bylaws to enable this and any future modifications to membership applications and renewals.  Considerable discussion followed.  The president directed that the “PayPal” Committee look into this further and if there is a needed change to the bylaws this will be communicated to the club membership so that those who want to vote can do so.

New Business- 

Andy Henry commented on Members smoking on the range.  This was followed by a motion to make the Gun Club a smoke free facility.  The motion was seconded but was not voted.  This was followed by a motion to table the original motion to a later date.  After considerable discussion it was suggested we communicate this to the entire membership with a date that the motion will be voted.

-There was a suggestion that the club create an area to recognize members who have passed away.

-It was mentioned that this was a great facility because it is functional, usable, convenient, user friendly, and available.
