April 28, 2025</b></p>
<p>The meeting was called to order at 7:00 pm by the club President.</p>
<p>The Meeting began with the Pledge of Allegiance.</p>
<p><b>Officers and Members Present:</b><span class="Apple-converted-space">  </span>President, Vice President, Treasurer, Recording Secretary, and 1 trustee was present.<span class="Apple-converted-space">  </span>There were 20 members present. <span class="Apple-converted-space"> </span></p>
<p><b>Approval of Minutes from Prior Meeting.<span class="Apple-converted-space">  </span></b>The minutes for the March 2025 meeting were read by the Recording Secretary. A motion to accept the minutes was made by Steve Bear.<span class="Apple-converted-space">  </span>The motion carried. <span class="Apple-converted-space"> </span></p>
<p><b>Treasurer’s Report.</b> The Treasurer’s Report was read by the Treasurer.<span class="Apple-converted-space">  </span>The total balance of all accounts and CDs amounted to $111,168.56.<span class="Apple-converted-space">  </span>A motion to accept the report was made by Courtney Genise. The motion carried.<span class="Apple-converted-space">  </span>See attached Members 1<sup>st</sup> statement.</p>
<p><b>Corresponding Secretary’s Report.<span class="Apple-converted-space">  </span></b>Matt Starcher reported that he is working on an update to the list of club member email addresses.<span class="Apple-converted-space">   </span></p>
<p><b>NRA Training Group Activities Report.<span class="Apple-converted-space">  </span></b>The NRA Training Group Activities Report for March 2025 was read by Slim Connors.<span class="Apple-converted-space">  </span>The group training fund had an ending balance of $3,914.40.<span class="Apple-converted-space">    </span><br />
Slim reported on the activities for April and the projected training for May.<span class="Apple-converted-space">  </span><br />
The CGC Training calendar with course descriptions and fees is posted to the Club website.<span class="Apple-converted-space">  </span>Slim also thanked club members for their support of NRA firearms safety and proficiency training.<span class="Apple-converted-space">  </span>See the attached report. <span class="Apple-converted-space">   </span></p>
<p><b>New Members Accepted into the Club.</b> <span class="Apple-converted-space">  </span>There were 2 new members accepted into the club.<span class="Apple-converted-space">  </span>See the attached roster spreadsheet.</p>
<p><b>4H Youth Small Bore Rifle Shooting Program &#8211; </b>No Report<span class="Apple-converted-space"> </span></p>
<p><b>Cowboy Action Shooters.<span class="Apple-converted-space">  </span></b>No Report</p>
<p><b>Membership Committee Report. <span class="Apple-converted-space"> </span></b> Wanda Bonasera reported that as of April 28, 2025 there were 437 members counting the 2 new members.<span class="Apple-converted-space">  </span>There are no new applications waiting to be<span class="Apple-converted-space">  </span>processed.<span class="Apple-converted-space">  </span>See attached report.</p>
<p><b>Technology and Security Committee.</b><span class="Apple-converted-space">  </span>No Report<span class="Apple-converted-space"> </span></p>
<p><b>WPPL Pistol Team.<span class="Apple-converted-space">  </span></b>Current Season has ended, the new season will begin in September. <span class="Apple-converted-space">   </span></p>
<p><b>Trustees Report. <span class="Apple-converted-space"> </span></b></p>
<p><b>&#8211;</b>Mike Bonasera reported on the work completed during the April 4 &amp; 5 workdays and recognized the club members who participated on those days.<span class="Apple-converted-space">  </span>He also reported on the quotes received for the replacement of the exterior exhaust fan shrouds.<span class="Apple-converted-space">  </span>He will be reviewing each of these quotes with the bidders.<span class="Apple-converted-space">  </span>A discussion followed on the soundproofing of the exhaust fans. Don Kirk made a motion to allocate $1000 to work on the soundproofing of the exhaust fans.<span class="Apple-converted-space">  </span>Motion was approved.<span class="Apple-converted-space">  </span>See the attached Trustees Report. <span class="Apple-converted-space"> </span></p>
<p><b>Old Business.</b> <span class="Apple-converted-space"> </span></p>
<p>-The President gave an update on their correspondence with representatives from Sheetz, and the meeting with the design engineers regarding the specifics of the road construction, drainage, and location.<span class="Apple-converted-space">  </span>He also discussed the counter offer to Sheetz of $12,000.<span class="Apple-converted-space"> </span></p>
<p><b>New Business.<span class="Apple-converted-space">  </span></b>A motion was made by Courtney Genise to move the May club meeting to June 2.<span class="Apple-converted-space">  </span>The motion carried. <span class="Apple-converted-space"> </span></p>
<p><b>For the Good of the Club.<span class="Apple-converted-space">  </span></b>The president presented the idea of the club hosting, in the Fall, a Swap Meet similar to what the Carlisle Fish and Game Club conducted.<span class="Apple-converted-space">  </span>Discussion followed.<span class="Apple-converted-space">  </span>The president then directed the Corresponding Secretary to send a message to the club members to assess the interest of the club to this possibility. <span class="Apple-converted-space"> </span></p>
<p>The president also recognized and thanked Charles Essig for his donation of hearing and eye protection to the club for use in training and shooting activities.<span class="Apple-converted-space">   </span></p>
<p><b>Adjournment.</b><span class="Apple-converted-space">  </span>Larry Kell made a motion to adjourn.<span class="Apple-converted-space">  </span>Motion Carried.<span class="Apple-converted-space">  </span>Meeting was adjourned at 7:53 pm. <span class="Apple-converted-space"> </span></p>

										<content:encoded><![CDATA[<p><strong>Carlisle Gun Club Meeting Minutes</strong><br />
<strong>04/26/2021</strong></p>
<p>The meeting was called to order at 7:02 pm by the Club President.</p>
<p>The meeting began with the Pledge of Allegiance.</p>
<p><strong>Officers and Members Present:</strong> President, Vice President, Treasurer, Recording Secretary, Corresponding Secretary and two Trustees…Phil Dyche was absent. There were 17 members present.</p>
<p><strong><u>Minutes for the 29 March 2021 meeting were read and approved, as amended.</u></strong><u>  </u></p>
<p><strong><u>Treasurer Report was read</u></strong><u> <strong>and approved</strong>.</u>  The total balance of all accounts, checking, savings, CDs and Training Fund amounted to $99,468.03. Additionally, approximately 45 gallons of brass was recycled at SWOPES and sold for $1,138.50. Proceeds from CGC range brass sale was deposited into the CGC general checking account.</p>
<p><strong><u>Corresponding Secretary Report</u></strong> – Sent another announcement about suspicious emails sent to and attributed by several CGC members. Some emails asked for Amazon account numbers and other financial information. These emails are phishing and spear phishing for information from CGC members. Any email that asks for money or account information should be considered malicious and should not be opened…and may be reported to the PA Attorney General’s office. Recommend good virus protection software be installed and updated for all electronic devices cable of connecting to the internet.</p>
<p><strong><u>CGC Training Group Activities Report</u></strong> <strong>&#8211;</strong> The Training Group reported $5,295.70 in the Training Fund. The Carlisle Gun Club hosted an <strong><u>NRA Basics of Rifle Shooting</u></strong> course on 17 April 2021. CGC instructors provided 16 hours of firearms safety and proficiency training for 11 shooters during the month of April 2021. See the 26 April 2021 Training Group Activities Report for additional information.</p>
<p><strong>New Members</strong> <strong>&#8211; </strong>There were no new members voted into the Club. Up to 5 more members may be voted into the Club at the 24 May meeting.</p>
<p><strong>4-H Youth Small-Bore Rifle Shooting Program </strong>– John Gingrich. There is no word yet on the results of the 4 Junior Shooters who qualified for the Senior Team or the 3 Junior Shooters who qualified for the Junior Team who competed as part of the 2021 Pennsylvania State 4-H Small-Bore Rifle Competition held at the Shenecoy Sportsman’s Association in Huntingdon, PA on 10 April 2021.</p>
<p><strong>Cowboy Action</strong> <strong>– </strong>No report.</p>
<p><strong>Membership Committee – </strong>There are currently 493 active members, leaving 7 remaining available membership slots. There are 13 new member applications (3 with no sponsor.) Discussion led to the decision to admit up to 5 new members at the 24 May general membership meeting, leaving 2 membership slots available for former members whose dues might be disputed because of mail errors, etc.</p>
<ol>
<li>After the 24 May meeting, membership processing will be suspended until the CGC general meeting in November 2021.</li>
<li>The Membership Committee and the Corresponding Secretary will coordinate with the CGC Webmaster to change the auto-reply to online CGC Membership Applications. The current auto-reply states that applicants will be notified soon to attend a CGC meeting. The new auto-reply will reflect current procedures, including the fact that because of the membership cap, new member applications might not be processed until the November membership meeting.</li>
</ol>
<p><strong>Technology and Security Committee – </strong>No report.</p>
<p><strong>WPPL Pistol Team – </strong>Dick Pryor. The Carlisle Gun Club William Penn Pistol League Blue and Gold Teams came in 7<sup>th</sup>of 10 teams for the 2020-2021 season. On average, there are 10-15 CGC shooters at WPPL matches, including one 12-year-old Junior shooter who is the son of a current WPPL shooter…pretty good for a small club. The new WPPL season will begin in September 2021. Anyone interested in shooting, contact Dick Pryor or any CGC WPPL shooter. Also, Harrisburg Hunters and Anglers Club will continue to have Precision Pistol WPPL-type matches throughout the summer.</p>
<p><strong>Trustees Report </strong>– No report.</p>
<p><strong>Old Business –</strong> No old business.</p>
<p><strong>New Business –</strong> Rick Blosser reminded members the last Monday of May falls on Memorial Day (observed.)</p>
<p><strong>For the Good of the Club – </strong>Subsequent discussion led to the decision to move up the May 2021 general membership meeting to 24 May. Corresponding Secretary will notify members of the change…and ask the CGC webmaster to reflect this change on the Club calendar.</p>
<p>The meeting was adjourned at 7:21pm</p>

</strong><strong>04/29/2019</strong></p>
<p>The meeting was called to order at 7:00 pm by the Club President.</p>
<p>The meeting began with the Pledge of Allegiance.</p>
<p><strong>Officers present: </strong>President, Vice President, Treasurer, Recording Secretary, Corresponding Secretary and 1 Trustee.  There were 41 members present.</p>
<p><strong><u>The Minutes for the March 2019 meeting were read and approved.</u></strong><u>  </u></p>
<p><strong><u>Treasurer’s Report was readb</u></strong><u><strong>and accepted</strong>.</u></p>
<p><strong>Corresponding Secretary’s Report-</strong>Mike Kubarek has organized an event on Sunday, June 9<sup>th</sup>from 1:00-3:00pm at our club with US Law Shield titled <u>The Legally Justified Use of Force</u>.  Members are Free, and Non-Members are $10.</p>
<p><strong>NRA Training Group Report-</strong>The NRA Training Group reported on training they conducted in April with a total of 13 students. Also, CGC NRA Instructors assisted training 16 women during the Roots for Boots program. All training objectives were achieved. In addition to in-processing new members, CGC NRA instructors provided more than 24 hours of training in April.</p>
<p><strong>New Members- </strong>There were 17 new members processed into the Club.<strong>  </strong></p>
<p><strong>4H Shooters</strong>&#8211; No Report.</p>
<p><strong>Cowboy Action- </strong>No Report.</p>
<p><strong>Membership Committee- </strong>There are now a total of 460 members.  There are approximately 15 more applicants that will be processed during upcoming meetings.</p>
<p><strong>WPPL Pistol Team- </strong>They are currently looking for more shooters.  Contact Gary Gibson or Dick Pryor if you are interested in joining the team.</p>
<p><strong>Trustees Report</strong>&#8211; No Report</p>
<p><strong>Old Business- None</strong></p>
<p><strong>For the Good of the Club-</strong></p>
<p><strong>NRA Leadership- </strong>Members are asked to be mindful of legislation and changes that are taking place effecting gun laws.</p>

<strong>04/30/2018</strong></p>
<p>The meeting was called to order at 7:00 pm by the Club President; there were 34 members present.</p>
<p>The meeting began with the Pledge of Allegiance.</p>
<p><b>Officers present:</b> President, Recording Secretary, Corresponding Secretary and 1 Trustee.</p>
<p><b>The Minutes for the March 26, 2018 meeting were read and accepted</b>.</p>
<p><b>Treasurer’s Report was read</b> <b>and accepted</b>.  The total balance of all accounts, checking, savings, CDs and Training Fund amounted to $56,572.68.</p>
<p><b>Corresponding Secretary’s Report.</b>  No Report</p>
<p><b>NRA Training Group Report-</b> No Report</p>
<p><b>4H Shooters-  </b>Two of the shooters are going to Nationals.</p>
<p><b>Cowboy Action.</b>  No Report</p>
<p><b>Membership Committee- </b>No Report</p>
<p><b>WPPL Pistol Team.   </b>Last match was 11 April.  Gold Team finished 5<sup>th</sup>  and Blue Team finished 6<sup>th</sup>.</p>
<p><b>Trustees Report</b>.-  Trustees fixed a roof leak over the boiler room.</p>
<p><b>Old Business- None</b></p>
<p><b>New Business </b></p>
<p><b> </b>There was a recommendation to consider improvements to the camera system. The camera resolution makes it difficult to identify individuals.  The president will bring some proposals to the next meeting for a potential vote.</p>
<p>The next meeting has been rescheduled to May 21 due to the Memorial Day weekend.</p>
<p>Mike Kubarek is looking into scheduling a Concealed Carry course for Utah permits</p>

										<content:encoded><![CDATA[<p><strong>Carlisle Gun Club Meeting Minutes</strong><br />
<strong>4/24/2017</strong></p>
<p>The meeting was called to order at 7:00 pm by the Club President; there were 40 members present.</p>
<p>The meeting began with the Pledge of Allegiance.</p>
<p><b>Officers present:</b> President, Treasurer, Corresponding Secretary, Recording Secretary, and 2 Trustees.</p>
<p><b>The Minutes for the March 27, 2017 meeting were read and accepted</b>.</p>
<p><b>Treasurer’s Report was read</b> <b>and approved</b>.  The total balance of all accounts, checking, savings, CDs and Training Fund amounted to $44,823.01.  The M&amp;T safe deposit box was closed.  Currently the club has a safe deposit box with the Walnut Bottom branch of Members 1<sup>st</sup> FCU.</p>
<p><b>Corresponding Secretary’s Report.</b>  No report</p>
<p><b>NRA Training Committee Report-</b> The NRA Training Committee reported that there was $1,922.78 in the Training Fund.</p>
<p>-Club NRA instructors provided 12 hours of personal handgun training over the last month.</p>
<p>-There will be a Personal Protection Outside the Home Course on 29-30 April and then again 18-19 November.</p>
<p>-See the attached report for full details.</p>
<p><b>Safety Committee.</b>   The written procedures and policies for administrative range operations  were distributed to the committee members for comments.  They are currently working on revision 1.  When they are finished incorporating the changes they will produce a final product for the club.  There was a question about potential changes to the bylaws as a result of these but the committee reported that no changes were anticipated.  These changes will also include the previous work on the types and calibers of acceptable ammo that can be fired on the range.  Once the Range Management approves this it will be posted to the website.</p>
<p><b>New Members.  </b>There were no new members to be brought into the club.</p>
<p><b>Membership Committee.  </b>The chair reported that there were 65 individuals on the waiting list for entry to the club.  There will be a nonrefundable $10 application fee.  The proposed changes to the bylaws to allow for this application fee will be forwarded to all members by email so that they can vote on it at the next meeting.</p>
<p><b>4H Shooters</b>&#8211; No report</p>
<p><b>Cowboy Action</b>&#8211; No report</p>
<p><b>WPPL Pistol Team</b><b>.</b>  The Blue Team came in 9<sup>th</sup> place overall and the Gold Team came in 6<sup>th</sup>.  Everyone is encouraged to join.</p>
<p><b>Long Range Capitol Improvement Committee</b>.- No report</p>
<p><b>Trustees Report</b>.- No report</p>
<p><b>Old Business</b><b>&#8211;  </b></p>
<p><b>Photos.  </b>The club accepted a large collection of<b> </b>old photographs of previous club members and activities.  It is intended to offer it to the Cumberland County Historical Society.  A discussion followed on other options to include posting them inside the club, creating a scrap book and scanning them and attaching to the website.</p>
<p><b>Dues</b>.  There was a suggestion the club consider raising the membership dues either $1 or $2 a month to increase revenues for capitol improvements.  The president asked this be to passed to the Long Range Capitol Improvements Committee for consideration.  There was a question regarding range improvements and the membership was reminded that the LRCIC has a list of potential improvements for future consideration.  This was followed by a discussion on the possibility of installing a retrievable target system and the past experiences in this area.  The point was made that this type of improvement could impact the grandfathered exceptions the club has with regards to range design and safety considerations.</p>
<p><b>New Business- </b>  The president reported Representative Daryl Metcalf  sent the club a letter informing the club informing us of a rally on Monday, May 22, 2017  at the capitol in support of 2<sup>nd</sup> Amendment Rights.</p>

<p>One member applauded the historical knowledge of some of the club’s members regarding the past activities of the club.</p>

<p>4/25/2016</p>
<p>The meeting was called to order at 7:00pm by Tom Richwine, there were 34 members present.</p>
<p>The meeting began with the Pledge of Allegiance.</p>
<p><b>Officers present:</b> President –Tom Richwine, Vice President – Randy Nichols, Treasurer &#8211; Jeff Clippinger, Corresponding Secretary – Gary Gibson, Recording Secretary – Joe Wasiak, and Trustees &#8211; Mike Kubarek, and Phil Dyche.</p>
<p><b>The Minutes</b> for the February 2016 meeting were read.  There was an amendment to note that the topic of the future of the club needed to be discussed at a future date.</p>
<p><b>Treasurers Report</b> was read and approved.  The total balance of all accounts, checking, savings, CDs and Training Fund amounted to $64,308.17.</p>
<p><b>Corresponding Secretary’s Report</b>&#8211; No Report</p>
<p><b>NRA Training Committee Report.</b>  Frank Cummings reported  the Committee had an ending balance of $5,142.35.</p>
<p>-Four new NRA instructors were certified on 18-20 March.</p>
<p>-The tentative class for future training includes:</p>
<p>April 15/16:  Range Safety Officer Training<br />
April 22-23: Basic Pistol Shooting<br />
May 20-21: Personal Protection in the Home<br />
June – Possibly a Personal Protection Outside the Home</p>
<p>-The NRA First Steps Training program is being retired on May 15, 2016.</p>
<p><b>Processing New Members</b>.  There was one new club candidate who was introduced and the dismissed to in process.</p>
<p><b>4H Report- </b>The 4H Shooters are still practicing.  There are no events until late summer.  They have room for new members.</p>
<p><b>Cowboy Action</b>&#8211;  The Cowboy Action Shoots for 2017 are scheduled for January 7 and February 4.</p>
<p><b>Membership Committee</b>&#8211; Tony Chiarella reported that with the addition of the new members this evening the total club membership stood at 399.</p>
<p>There was a question about the possible use of the FOB access system to determine the usage of the range by membership.  Tony Chiarella will develop some some usage metrics and report back to the club.</p>
<p><b>Pistol Team</b>&#8211;  The next three Wednesday matches (April 6, 13, and 20) will be here at the club.</p>
<p><b>Trustees Report</b>&#8211;</p>
<p>-Phil Dyche asked for feedback from the general members on the effectiveness of the heater system on the range.</p>
<p><b>Old Business</b>.</p>
<p>-It was requested that the Club form a Building Committee to consider all capital improvements required for this facility and develop a comprehensive plan for all expenditures.</p>
<p>-Tom Richwine suggested the formation of a Capital Expenditures Committee.  Andy Henry stated he would be willing to take on the responsibility of chairing this committee if others are willing to assist.  Tom then directed the Corresponding Secretary to send a message to the general membership announcing the formation of this strategic planning committee and solicit volunteers to serve on it.</p>
<p>-There was a question about whether a one month delay on the decision to contract for repairs on the exterior of the building.  It was reported that this work could be delayed.</p>
<p>-Tom Richwine directed the Corresponding Secretary to disseminate a message to the membership informing them that at the next meeting we will be discussing possible major expenditures for capital improvements and encouraging all to attend.  At this meeting there will be discussions and decisions on spending funds for facility improvements.</p>
<p><b>New Business. </b></p>
<p><b>&#8211;</b>Website-  There was a general discussion on the management and maintenance of the club website.  It was recommended that we create the position of a webmaster with a possible assistant to manage the updates of the Club Web Site.  The position would come under the supervision of the Vice-President.  Tome Richwine will investigate the hiring of a web design service to renovate the website and report back to the club.</p>
<p><b>Good of the Club</b>.  There is a Concealed Carry Seminar at Shippensburg University on April 2, frim 9-11:00.  Registration is required As seating is limited.</p>
<p>The meeting adjourned at 8:30pm.</p>
